The Deptford Township Police Department is participating in a special needs registry program from the Gloucester County Police Chiefs Association and the county prosecutor’s office.
When they register for the program, disabled individuals will get a blue window decal for their cars that lets police know they have a physical or mental issue. It’s an effort to enhance communication in the event of a traffic stop, car accident or other interactions.
Disabled drivers will also receive a blue envelope to show officers they are registered. The goal is to ensure more effective communication between law enforcement and disabled motorists and avoid misunderstandings.
“The Gloucester County Chiefs of Police developed the program to assist officers with quickly identifying individuals with special needs, who often are unable to communicate quickly or effectively or during interactions with law enforcement,” said Capt. John Storms, a Deptford Administrative/Operations Bureau Officer.
“Often, these contacts take place when the environment is hectic and confusing,” he added. “This can cause individuals to mentally ‘shut down,’ which could be construed as non-compliance if the officer is not aware of said special needs/impairments.”
To receive the decal, individuals can register either in person at any police department in the county or by going online. Anyone with a physical or mental disability who lives, works or goes to school in the county can register. Enrollment is free and not mandatory.
The county will offer decals to individuals with any of the following disabilities: Alzheimer’s/dementia, autism spectrum disorder, diabetes, Down syndrome, epilepsy, electricity or oxygen dependency, hearing impairment or deafness, mental illness, intellectual/developmental, a life-threatening allergy, mobility impairment, obesity, Post Traumatic Stress Disorder (PTSD), sight impairment, blindness and/or a speech impairment.
Registry information is confidential and will only be used by first responders in an emergency.
“Most, if not all, departments in the county will be participating in the program at the request of the prosecutor’s office,” Storm explained. “By participating, it is our goal to ensure the effective communication and safety for those individuals with special needs and for our officers.
“Avoiding miscommunications and having vital information available immediately provides positive outcomes.”
