Berlin council adopts ordinances

Berlin Borough council held a regular meeting on July 11 to conduct second readings and public hearings for several ordinances that were subsequently adopted, including measures on storm water control and water utility improvements.

Councilmen Len Badolato and Carl Mascarenhas highlighted ongoing improvements and upcoming community events related to buildings, parks, and recreation, and also gave updates on water and sewer systems. Council members Patricia Cummings and Millard Wilkinson reported on current infrastructure projects and future plans for road maintenance.

Councilman Keith Hohing and Mascarenhas discussed recent public safety initiatives and future measures to enhance community security, while Mayor Rick Miller and Wilkinson emphasized the importance of youth engagement and announced upcoming events in youth athletics and community activities.

Financial reports and budget updates were also presented at the session, and Solicitor Howard Long provided legal updates relevant to the borough.

The adopted ordinances are:

  • Ordinance No. 2024-11: Amends chapter 336 on stormwater control
  • Ordinance No. 2024-12: Amends chapters related to zoning, land use and stormwater
  • Ordinance No. 2024-13: Amends water rates
  • Ordinance No. 2024-14: Amends regulations related to sewers
  • Ordinance No. 2024-15: Introduces short-term rental property regulations.
  • Ordinance No. 2024-16: A bond ordinance for 2024 water utility improvements with an appropriation of $670,000.
  • Ordinance No. 2024-17: A bond ordinance for general capital improvements with an appropriation of $1,587,500

Another ordinance introduced by council would confirm and authorize the acquisition of land at 83 South White Horse Pike. A public hearing was held regarding the Comcast Franchise Agreement, with no significant opposition noted.

Resolutions approved included various administrative and financial actions, such as the refund of escrow for a non-installed pool; a change order for the 2023 Road Improvement Program; and the hiring of a new mechanic.
