On Dec. 15, 2021 Phillip A. Stephan was reported missing from his residence in the Millbridge Garden Apartments section of Gloucester Township. He was last seen at his residence in October 2021. Phillip Stephan is a 69 year-old white male, described as being 6 feet tall and 170 pounds. He has brown eyes and gray hair. Stephan is missing his left foot and walks with a limp.
