Township council introduces employee compensation ordinance

Additional legislation approved for bonds related to host of municipal services.

During its Nov. 8 open public meeting, Cherry Hill council passed an ordinance that sets wages and compensation for all police officers and full-time township employees, as well as all  supervisory, legal and part-time hires.

Per the ordinance, the salary range for mayor runs from $1 to $98,000; for council president,  $8,550 to $9,500; and for council members from $8,100 to $9,000. The police chief can earn anywhere from $165,000 to $225,000, while the salary range for department and division heads ranges from $50,000 to $175,000. 

Part-time employees can be compensated with the minimum wage – currently $12 per hour statewide – up to $45 per hour. In addition, a resolution passed by council set the salary for members of the board of fire commissioners. Annual compensation for each fire commissioner is $7,000, with the board chair set to earn $8,000. According to Fire Chief Chris Callan, these amounts have been static since 2001. 

Four subsequent ordinances introduced at the meeting related to bond issuances for several township-related needs. 

First approval was granted to the appropriation of $3.29 million and the issuance of $2.485 million in bonds for various township equipment; information technology equipment; and various improvements to parks, recreation sites and buildings; an appropriation of $7.816 million and issuance of $7,426 million in bonds for road and sidewalk improvements, traffic signal upgrades and storm-drainage improvement projects; an appropriation of $1.765 million and the issuance of the same amount in bonds for miscellaneous sanitary sewer-improvement projects; and an appropriation of $2.515 million from local fiscal recovery act funds for sanitary-sewer upgrades.

“These ordinances all represent substantial investments in our neighborhoods and our community,” said Council President David Fleisher. 

All five ordinances are expected to have second readings, along with the chance for public comment, at council’s next scheduled public meeting on Nov. 22.

In other news:

  • In a block of resolutions, council approved almost two dozen appointments to various professional-service roles that assist township administration. Among the major hires are the firm Zeller and Wieliczko for zoning board attorney, LRK of Philadelphia for redevelopment planner and Conner Strong and Buckelew for township risk manager. The role of township traffic consultant goes to Environmental Resolutions Inc. of Mt. Laurel; Remington & Vernick for municipal engineer; and a pool of three firms for affordable housing attorney, including Zeller and Wieliczko.
  • The governing body also approved the reestablishment of a one year shared-services agreement with the Borough of Haddonfield to provide domestic abuse counseling services. Haddonfield’s board of commissioners ratified a similar agreement at its Oct. 26 public meeting, agreeing to pay Cherry Hill $2,500 per year for that service.
